Backdoor taxes to hit middle class By Terri Cullen Terri Cullen – Mon Feb 1, 4:09 pm ET NEW YORK (Reuters.com) --The Obama administration's plan to cut more than $1 trillion from the deficit over the next decade relies heavily on so-called backdoor tax increases that will result in a bigger tax bill for middle-class families. In the 2010 budget tabled by President Barack Obama on Monday, the White House wants to let billions of dollars in tax breaks expire by the end of the year -- effectively a tax hike by stealth. While the administration is focusing its proposal on eliminating tax breaks for individuals who earn $250,000 a year or more, middle-class families will face a slew of these backdoor increases. The targeted tax provisions were enacted under the Bush administration's Economic Growth and Tax Relief Reconciliation Act of 2001. Among other things, the law lowered individual tax rates, slashed taxes on capital gains and dividends, and steadily scaled back the estate tax to zero in 2010. If the provisions are allowed to expire on December 31, the top-tier personal income tax rate will rise to 39.6 percent from 35 percent. But lower-income families will pay more as well: the 25 percent tax bracket will revert back to 28 percent; the 28 percent bracket will increase to 31 percent; and the 33 percent bracket will increase to 36 percent. The special 10 percent bracket is eliminated. Investors will pay more on their earnings next year as well, with the tax on dividends jumping to 39.6 percent from 15 percent and the capital-gains tax increasing to 20 percent from 15 percent. The estate tax is eliminated this year, but it will return in 2011 -- though there has been talk about reinstating the death tax sooner. Millions of middle-class households already may be facing higher taxes in 2010 because Congress has failed to extend tax breaks that expired on January 1, most notably a "patch" that limited the impact of the alternative minimum tax. The AMT, initially designed to prevent the very rich from avoiding income taxes, was never indexed for inflation. Now the tax is affecting millions of middle-income households, but lawmakers have been reluctant to repeal it because it has become a key source of revenue. Without annual legislation to renew the patch this year, the AMT could affect an estimated 25 million taxpayers with incomes as low as $33,750 (or $45,000 for joint filers). Even if the patch is extended to last year's levels, the tax will hit American families that can hardly be considered wealthy -- the AMT exemption for 2009 was $46,700 for singles and $70,950 for married couples filing jointly. Middle-class families also will find fewer tax breaks available to them in 2010 if other popular tax provisions are allowed to expire. Among them: * Taxpayers who itemize will lose the option to deduct state sales-tax payments instead of state and local income taxes; * The $250 teacher tax credit for classroom supplies; * The tax deduction for up to $4,000 of college tuition and expenses; * Individuals who don't itemize will no longer be able to increase their standard deduction by up to $1,000 for property taxes paid; * The first $2,400 of unemployment benefits are taxable, in 2009 that amount was tax-free.

Has there ever been an American President who turned a budget surplus into a budget deficit after only one year in office except for George W Bush? America's economy was EXCELLENT throughout the Clinton administration. Oh yeah I remember, Bush gave out huge tax rebates and in flooding the general population with cash, common product prices increased. Also, tax rebates going back to the rich (where most of it did go) did not spur economic growth; you know why? Because the rich don't need tax rebates to expand – they're rich. This was just a bonus for the rich from Uncle Sam (actually Uncle Bush.) Has any sucker who wanted a tax rebate figured this out yet? That is that, tax rebates DO NOT spur economic growth? And that when you flood the economy with money prices of products simply go up? Prices on most commodities (stuff you buy in a store) remained steady throughout Clinton. During Bush prices went up. That's what flooding the economy with cash does. So, ultimately that extra cash is funneled toward the rich who are charging you higher prices. Did you figure it out yet? You didn't really get to keep that rebate sucker. (Do you now get the myth of lowering taxes? It doesn't help you. So why does the Republican Party keep pushing tax breaks? Because they know that the majority of their voter base, in the lower financial bracket, are suckers who will take the bait. Simultaneously, the party can keep its wealthy voter base happy. Tax breaks didn't stimulate the economy during Reagen either. Do you get it; you are being played.) Crude oil traded at an average of $22/barrel during Clinton. During Bush it hit a high of $146/barrel. Thanks to Bush for deregulating energy through FERC which made it possible for the price of oil to rise in parallel to electricity now that electricity could rise due to deregulation. Thanks Bush, for screwing America. But what is most insulting is that after Bush screwed you for four years you then actually gave him ANOTHER four years. Incredible! ----------------------------------------------------- (Some fanatic Republicans shall comment that we have a current high deficit because of Obama. But we know that this is a load of crap. Obama would not have had to borrow if Bush had not left him a mess. Anyway it was Bush who issued $700B in TARP money, before leaving office, for the bank bail-out which Obama did not rescind. Manufacturers and retailers know that there is more money floating around and they capitalize on it. Why didn't prices go up during Clinton? Were all the money-hungry oil investors just being nice? No. They couldn't raise prices too much because they would be competing with the regulated price or electricity. Once electricity was deregulated (by Bush) it became a free-for-all and the sky became the limit on energy pricing. I find it hard to believe that as an “economist” you are unable to grasp this concept. “The Bush tax cuts were very small”? Are you kidding? $1.5B the first round, and counting ever since. You can increase import tariffs but so can every other nation. So, such strategy is fruitless. Outsourcing can not be stopped unfortunately. Refer to my comments to '--WHY--'.(A GREAT LAUGH) I got a great laugh from everybody who submitted their opinions based upon academic principles of economics. So to all of you pseudo-economists, here is how it works in the real world. If I am selling products and I know that people have more money in their pockets I am not going to try to sell them more products at the same price. Instead, I will raise the price on my existing products because I know that people shall be willing to spend more now that they have more (effortless) money in their pocket. That's how it works kids. Aren't successful US corporations in the highest tax bracket the most likely place where new jobs would be created? During a recession, wouldn't it make sense to increase that sector's access to cash through simple across-the-board tax cuts so that their hiring margins would be improved quickly? With quick relief to job losses and potentially creation of new jobs, wouldn't the economy be doing much better todasy than the way President Obama and Nancy Pelosi proceeded to pull tax money away from these US corporations through taxes to put in places where OBAMA & PELOSI's Stimulus Bill targeted to special interests that were supposedly going to create jobs.....where are they?

But people defending Reagan's deficit/debt increases often forget that the SAME Democratic Congress, under Jimmy Carter, didn't raise the debt AT ALL (or very minimally). So the argument that it was Tip O'Neil's Democrats that did it don't hold much water. Increasing Social Expenses probably had everything to do with rising Medicare costs because Baby Boomers retiring. Reagan was also well known for cutting social spending, including closing all public mental health facilities (leading to the homeless problem) and decreasing funding for schools leading to skyrocketing tuition.Albert - Keynes believed in FDR type deficit spending to stimulate economies - that's what Keynsian economics is! It's not surprising he would think tax cuts would be a good thing. But then you guys turn around and pretend tax cuts have something to do with "supply side" conservative economics, when they are in fact polar opposites!
