A friend is U.S. citizen, he's son came to the United States on March 2008 (came to USA when he's 21, now 23) cause the father signed an affidavit support form (form I-864) along with his brother (son's Uncle) as a sponsor since the father is making below $25,000 a year. Since the arrival of his son upto this day he hasn't asked for any sort of public charge from the government but now as he's getting ready to go to a community college, can he apply for a financial aid? Special-purpose cash assistance is also generally not taken into account for purposes of public charge determination." Which includes "Educational assistance (such as attending public school), including benefits under the Head Start Act and aid for elementary, secondary, or higher education" as one of the many lists that is not considered as public charge purposes. My question is, Is he (friend's son) eligible for financial aid (Grants) even thought he hasn't asked for public assitance from the government for nearly 2 years?Almost forgot he's a green card holder too.

I have been permanent resident from 12/04/2004. The total days that i have been in USA is 1501 days. The law says is at least for 5 years which 365x5=1825 days. I had all my stuff stolen (e.g. passport, naturalization certification, etc...) In order to get a replacement passport, they need a naturalization certificate, which of course, was stolen as well. So I went to the INS website and they say that ( http://www.uscis.gov/n-565 ), the fee to get me a copy of the naturalization certificate is $380. This is hugely expensive for me. Add to it that I'll have to pay $100 for a passport and $60 for a stolen passport fee, it's going to be over $500. It's like I got robbed once and now I am getting robbed again. Is there a way to somehow get a copy of the naturalization certificate for cheaper? Perhaps by going to the INS office (if one exists)?

The I-130. I am filing this for my husband to change his status. It is understood in the beginning of this form that I am his wife. Part C- D I need to list myself here? It says to list all husband/wife and children of immigrant but I have already stated that I am his wife previously. Will it matter? Numbers 19 and 20 ask for his address abroad.
